DescriptionOn August 5, 1940, this bill was introduced in the U.S. House of Representatives (76th Congress, 3rd Session) to "define fifth-column activities and sabotage and to provide penalties and punishment therefor." The bill, House Resolution 10289, was introduced by Adolph Sabath of Illinois,an immigrant from Czechoslovakia who served in the House from 1907 until his death in 1952.
