DescriptionOn May 31, 1940, a bill was introduced in the U.S. House of Representatives (76th Congress, 3rd Session) to provide for the "control and regulation of alien-published periodicals, pamphlets, newspapers, and other publications in the United States of America." The bill, introduced by Congressman Robert Rich of Pennsylvania, states in the introduction: "United States citizenship shall be a prerequisite to owning, publishing, or editing, either in part or wholly, any periodical, pamphlet, newspaper, or any other publication intended for use by and consumption by the public and for the distribution of the same by any means whatsoever." 11 x 7.5 in.
