| Description | On September 25, 1939, a bill was introduced in the U.S. House of Representatives (76th Congress, 2nd Session) to help "prevent the spread of foreign propaganda in the United States." The bill, House Resolution 7546, was introduced by Representative Jerry Voorhis of California (who would later become one of the only liberal members of the House Un-American Activities Committee). The introduction states, in part: "...it shall be unlawful for any person ... to disseminate in any public matter whatsoever, whether directly or through any other person, by public utterance or through written or printed material of any kind, any information or propaganda on behalf of any foreign principal ... Any person who violates this provision shall, upon conviction, be punished by a fine of not more than $5,000 or by imprisonment for not more than two years, or both." 11 x 7.5 in. |
