This is a summary of the 245-page "Master Plan for Higher Education in California" prepared by the California State Assembly. Many of the Master Plan's recommendations were approved by the state legislature in the form of the Donahoe Higher Education Act. Key components of the Master Plan include: division of education into research universities, teaching colleges, and community colleges, admission standards, and "the establishment of the principal of universal access and choice."
