The 1960 Master Plan called for the reorganization of the state colleges and universities. It called for the division of education into three distinct segments: Research Universities, Teaching Colleges, and Community Colleges. The Master Plan also included the establishment of a governance structure including a statutory coordinating body, provisions for student financial aid, altered admission standards, and new campuses.
