Motorists lining up along Orange Street during Green Tag Day--a merchant sale promotion in the business district of Glendale, August 1952. The motorists are waiting for a chance to parking in lots where they can park for a longer time than at the meters on the street. The city of Glendale's Planning Commission began a project to look into motorist congestion and parking problems as a result.
