President Pete Moore of ILWU, Local 13 (located in Long Beach, California) wrote to Frank Agundez and Hank Flores of the same union to formally notify them that a group of three Mexican longshoremen were arriving to work on the docks. The Mexican Workers program that the ILWU, Local 13 participated in was designed to both provide training for Mexican longshoremen at United States ports and to help unify the longshoremen's unions both north and south of the U.S.-Mexico border. Agundez and Flores were instructed to make the necessary arrangements for their guests and to help them to become aquainted wiith the dispatch hall and dock operations. 11 in. x 8.5 in.
